Slot: rate_denominator
What rate_per_100000 (and rate_low/rate_high) is a rate of. Makes the dimension of the rate explicit so a prevalence proportion is never silently compared with an incidence rate.
ALWAYS set this on an ANNUAL_INCIDENCE record: that measure has no implied denominator, because per-population-per-year and per-person-year are both common and are interchangeable only when the population is stable. An incidence record without this slot is undetermined, not defaulted.
Optional elsewhere: a record that omits it falls back to the denominator implied by measure_type — POPULATION for the prevalence measures and for CARRIER_FREQUENCY, LIVE_BIRTHS for BIRTH_PREVALENCE (see RateDenominatorEnum). Populate it anyway whenever the source's denominator differs from that fallback, or whenever the record is intended for cross-record comparison.
